We have incorrectly been charged past due penalties twice because of their ancient online system's error in processing our payment. It's nearly 2020...who charges to pay your bills online and then rips you off with zero customer service when they make a mistake??

If I could give negative one star I would. Having a monopoly on water causes the worst systems in the world and a total lack of customer service. Service needs to be re-evaluated and replaced with a more accurate one

Who the hell charges a service fee for paying online in 2017???? BVWD does. In addition, their pay by SMS service consistently does not work. Furthermore, they begin charging late fees the SECOND you are late. No grace periods here, folks (some of us can get busy and forget). But let's be honest, you kind of NEED water, so either sign up or dig a well. I guess this is why they feel they can charge $3 to pay any other way than mailing a check and get away with it - who needs customer service when you run a local water-monopoly?
