I'm pretty sure this entire organization is just one dude trying to juggle the responsibility of an entire public utility. Only explanation I can think of for why it's borderline impossible to talk to an actual human.

Way too many power outages. Way too expensive...and for an island that gets all this tourism and is part of the USA, I can say as an American citizen this is inexcusable.
